IGestureBinding インターフェイス
ウィンドウ単位のジェスチャ調停基盤。GestureArenaManager と
PointerRouter を保持し、認識器がこれ経由で共有のアリーナ／ルータへ到達する。
FloatSoda では WidgetBinding が実装する。
